    They both are initiates, if you look carefully it was a counter for an initiate. The second counter was for the other person's initiate, hence you get a chance to counter that.

    If you ever trained counter at hobgoblins long ago, that'll probably be the same reason how you got counter to improve in the first place.. multiple counters from different initiates.

    I never made a warrior, but I think I understand your comment about the hobgoblins. That is completely different though because person A is being initiated into seperate combat with 8 hobgoblins. Not attacking one and then while in combat, it re-initiates with the same one
